METHODS OF CONTAMINATION IN MIXED-MEMBER ELECTORAL SYSTEMS AND THEIR INHERENT PATHOLOGIES

Abstract

The article describes the methods of contamination used in mixed-member electoral systems. The author has a strong belief that a whole spectrum of electoral systems of this type should be examined since one of them (ranking lists mixed-member system) has been recently adopted for the local elections in Ukraine. Four main types of mixed-member electoral systems and a group of their subtypes are described in this article. These four types of mixed-member electoral systems include mixed-member vote transfer electoral system (it has positive and negative vote transfers variations), mixed-member proportional electoral system (it has non-compensatory variation, compensatory variation with addition-al seats and a variation with full compensation), ranking lists mixed-member electoral system, bonus-adjusted mixed-member elec-toral system. The author supposes that each of these four types of electoral systems has a separate specific goal. The main goals of these four types of electoral systems are respectively: to minimize the amount of wasted votes in single-member electoral districts; to ensure highly proportional distribution of seats among political parties without rejection of single-member electoral districts; to provide voters with an option to define the order of the candidates in party lists keeping linkage between candidates and electoral districts; to ensure certain desirable limits of the seats‟ distribution among the parties. The author comes to the conclusion that mixed-member electoral systems have inherent pathologies. These pathologies mostly level the specific advantages of mixed-member electoral systems and make their practical perspectives seriously doubtful since unfa-vorable results for a whole political system are possible.
