PECULIARITIES OF POLITICAL ANALYSIS IN PUBLIC ADMINISTRATION

Abstract
The article is devoted to the study of the peculiarities of political analysis in public administration. Realization of the detailed po-litical analysis will promote the adoption of relevant state policy decisions that play an important role in public life and address state policy issues.In the sphere of public administration political analysis acquires a specific character that distinguishes it from theoretical and applied analysis in political science. Рolitical analysis is treated as an practical political analysis and identified with the term «poli-cy analysis». Policy analysis at all levels and preparation of proposals for its formation is one of the tasks of the civil service. The ability to carry out policy analysis by civil servants is one of their key functions, as well as a resource that contributes to the formation of ef-fective policies and the solution of the government’s strategic tasks. The article discusses the stages of analysis process of the public policy, as well as provides guidance on the methodology for pol-icy analysis. The following stages are accented: the formulation of the problem; determination of evaluation criteria; selection of alternatives; assessment of alternatives; making recommendations; presentation of recommendations. Each of these stages has its own peculiarities and requires policy analysts to combine deep theoretical knowledge and practical skills in policy analysis as well as compliance with certain ethical norms in relations with the client. The author played attention to the need for the government to intensify measures on the functioning of the system of vocational training of civil servants and officials of local self-government bodies and to provide authorities with highly-qualified policy ana-lysts.
