ELECTRONIC GOVERNANCE IN AUTONOMOUS REPUBLIC OF ADJARA

Abstract
Development of informational society in the world as well as in Georgia has a big influence on functioning of state governance system. Therefore, information-communication technologies acquire big importance that should ensure effectiveness of state apparatus, interaction with citizens and different institutions. Meanwhile it is important to eliminate extra bureaucratic procedures and corruption in public service. Creation of electronic governance and its effective functioning play the most important role in this context. Its main advantage will be increased public trust towards the government. In the sphere of electronic governance in Georgia there are many examples of concrete, sometimes non-coordinated, unsystematic but anyway serious steps in both private and public sector at central, regional and municipal levels. For us in this case it is important to analyze the regional level. In this respect current situation concerning development of regional electronic government in the Autonomous Republic of Adjara is interesting. In the research focus is given to three priorities. Firstly, a group of those problems were researched which hinder establishment of electronic government and its development at regional level. Secondly, current situation has been evaluated and thirdly tendencies and perspectives were defined concerning changing current situation. These three aspects define each other. A concept concerning electronic government at regional and municipal levels in Georgia is being developed. However, currently there are no clear instructions for evaluation of electronic government at central, regional and municipal levels. An important issue is connected with instruments and methods for evaluation of electronic government at regional level as well as complex monitoring.
