ESTIMATION OF TECHNOLOGICAL PARKS: LEGAL ASPECT AND THEIR ROLE IN NATIONAL INNOVATIVE SYSTEM

Abstract
Problem setting. Technological parks are strategic innovation places for the stimulation of synergy among different agents. Parks are a regional innovation policy instrument that aim to promote interactions and technology transfer, thus stimulating innovation and growth. Target of research is research and analysis of technological parks, as specific form of enterprise that was conceived in the middle of 20 century. And also development of conclusions and basic recommendations of further development of the marked subjects of the national innovation system in Ukraine. Analysis of resent researches and publications. The following scientists were engaged in research of the specified question: Batstone S., Martin F., Hansson F., Husted K., Vestergaard J., Atamanova Y., Maloivan V. and others. Article’s main body. Technological parkas, without regard to their importance for development of the national innovative system, operate in the conditions of inconsistent government and normative control. For today in Ukraine 14 technoparks is registered and by law Ukraine "On Special Regime of Investment and Innovation Activity of Technological Parks" and data of the Single register of legal entities, physical persons-businessmen and public forming by the state on 2018, but it not maybe in relation to some to set correlation of part of payment in default of information. Conclusions and prospects for the development. For the best functioning of infrastructure of innovative activity expedient was proceeding in activity of technological parks in Ukraine for implementation of innovative projects in priority directions of scientificallytechnological development. It follows to make alteration in: Law of Ukraine "On Special Regime of Investment and Innovation Activity of Technological Parks" and Tax Code of Ukraine in relation to providing of tax, financial leverages of support of activity of technoparks. And also, to make alteration in Law of Ukraine " On Innovation Activity" and Resolution of Cabinet of Ministers of Ukraine "About claim of Statute about the order of creation and functioning of technoparks and innovative structures of other types" in relation to the settlement of activity of technoparks as territories with the dedicaded mode of activity, including to define a concept " technopark", it legal forms, features of formation and liquidation, activity, requirement in relation to activity of organizations, that is placed on territories of technology parks, ect.
