Ethical Barriers and Paths to Advancement of Big Data-driven Precision Management of Health Needs

Abstract

Big data-driven precision management of health needs is an important means to comprehensively build a Healthy China. However, current efforts face several ethical barriers, including limited reach of digital infrastructure, hindering accurate perception of health needs; asymmetry of information between parties, obstructing precise identification of health needs; data sharing barriers, restricting integration and sharing of health data; and inefficient feedback mechanisms, interrupting precise feedback on health needs. To address these issues, the paper proposes advancing the precision management model of health needs and promoting theoretical innovations in this area. It also suggests improving the digital infrastructure for health perception, enhancing the precision recognition of health needs through dynamic optimization of health need inventories, strengthening the measurement and prioritization of health needs, and establishing an effective feedback mechanism by developing an intelligent health monitoring platform.
