EVALUATION OF THE EUROPEAN UNION’S CONSTITUTIONAL PROCESS AND LISBON TREATY IN THE ASPECT OF DEMOCRATIC DEFICIT PROBLEM

Abstract

The traditional perception for sovereignty of nation state has changed step by step since 1951, the establishment year of European Coal and Steel Community. Globalisation effects the understating of nation state and its relations with concept of sovereignty that it can only share with central authority within a nation state. However, this perception is changing in global politics and nation states share their sovereignty within a high authority in the international system. . Globalization also affects the European Union which has a more complex system than all other political-economical international organisations. The European Union has unique structure and decision making processes which we can’t see in any other nation state system. However, scope of the European Union’s institutions has similarities with nation states. This reality causes some dilemmas on the democratic characteristic of the European Union. The root of the problem is not new but discussions started in the second half of the 1990’s. Especially, Joschka Fischer’s famous Humbolt Conference re-opened gates for discussions about idea of “United Europe”. After the French and Dutch rejection of European Constitutional Treaty, the idea of “United Europe” has entered very problematic era. This study tries to evaluate the European Union’s constitutional process and Lisbon Treaty in the discussions of democratic deficit problem.
