The present study is a regression result research and in terms of purpose is functional. The statistical population of the study consisted of all customers of Shiraz customs in 1395. According to the statistics of this organization, 20,000 people (directly and indirectly) have attended Shiraz customs. From this population, 355 individuals have randomly been selected as the sample of the study. The results indicated that the lack of interest of merchants in Shiraz was due to the lack of facilities and opportunities, the Fars Province's lack of access to free waters and infrastructure problems. And, unfortunately, despite the opportunities existing in the customs of Shiraz due to proximity to the ports in southern Iran, these opportunities and capacities have not been used.
