External Experience of Organization of Mortgage Lending Agricultural Sphere

Abstract
Organizational-financial schemes of realization of mortgage lending of agrarian enterprises have been characterized. The stages of financing of the agrarian sector in a two-level and one-level model of mortgage lending have been singled out. The components of the two-level system have been determined. The mechanism of mortgage lending in a one-level system has been considered. The financial and credit institutions of foreign countries engaged in mortgage lending, according to categories of agricultural assets, have been systematized. The experience of functioning of credit cooperatives in the countries of Western Europe has been analyzed. The experience of co-operative banks of Poland in carrying out lending operations under real estate collateral has been studied. The role of credit bureaus in reducing risks in mortgage lending has been determined. The necessity of state support for the development of mortgage lending in Ukraine by creating a legal and regulatory framework for credit mortgage relations, the formation of a network of specialized banking institutions has been emphasized.
