Features of communication models of interaction between the authorities and a citizen in the informational society

Abstract
The purpose of the article is to study the problem issues of the formation of new forms and models of communication, which should increase the quality and effectiveness of dialogue between a citizen and the authorities. The scientific novelty is that for the first time, an evolutionary process of formation of communication models of information and legal relations between public authorities and a citizen is considered on the basis of comparative historical analysis. The special attention in this process is paid to the institution of mass communication that considerably extends its functions from elementary communication of information to the creation of a stable source of public opinion. The process is significantly transformed in the context of the development of the information society, which in a self-referential manner generates new requests from a citizen and requires rapid and most importantly adequate decisions of public authorities on community requests. Conclusions. Taking into account the particularities of the establishment of the information society in Ukraine the following should be noted: first, the existing model of communication interaction between the authorities and society in Ukraine needs fundamental reform, and its transformation is actively taking place and will be carried out in the future, as today there are irreversible processes of transformation of traditional mass media into the newest means of mass communication, which were previously considered privileges of elites; second, the dynamics of the expansion of the modern space of communication between the authorities and the society is expressed in the tendencies that should ensure an increase in the effectiveness of communication interaction and thus: – increase of national competitiveness indicators due to development of human potential, as well as expansion of the potential of the mass media industry; – economy will grow and it should lead to improvement in the standard of living, ensuring human rights and freedoms, providing equal quality access to information, education, etc.; – assistance in the formation of an open information society that guarantees compliance with the constitutional rights of citizens to participate in public life, the adoption of appropriate decisions by the authorities; thirdly, the analysis of the mechanisms for improved effectiveness of the communication process of the interaction between the authorities and the new information society makes us systematically consider the variety of information that scientists now divide into individual (targeted) and mass for the last we propose to determine three characteristic features: - should generate more or less general public interest; - should have its addressee, that is, to include the defined scope of distribution regardless of the nature of the distribution (an uncertain audience); - the distribution of mass information should take place by modern information and technological means exclusively. The modern model of communication interaction is seen as hierarchical and contagious, since in most democratic societies providing the option of information exchange at the level of each individual, and society in general, becomes of particular importance, while the idea of communication is not about proposing a model of political action, but reviewing the social idea in understanding of the typical ideal.
