FEATURES OF FORMATION OF ENERGY SAVING MANAGEMENT MECHANISM IN EDUCATIONAL INSTITUTIONS

Abstract
Introduction. The number of private educational institutions growth in the conditions of reform of decentralization for implementation of educational institution, the transformation of the universities into modern diversified entrepreneurial structures for the educational service provision, there is a problem of improving the regulatory policy of the state and the mechanisms for its implementation. Considering the essential share of educational institutions expenditures for the utilities and consumption of energy resources payment, the article is devoted to the formation of a mechanism for managing energy saving in educational institutions to improve and systematize the implementation of energy conservation policy in the face of threats of different nature and origin. Methods. The theoretical generalization and empirical methods are used in the course of the research to determine the theoretical foundations for constructing the energy saving mechanism and its contents; the system and structural method is used to allocate the blocks of the mechanism of energy saving management and the stages of its formation. Results. The theoretical bases are defined and the stages of formation of the mechanism of management of energy saving in educational institutions are substantiated. The visualization of the mechanism of energy saving management in educational institutions is performed, which allowed to determine the content of the stages of its formation. Discussion. Given the differences and distinctive conditions for the development of energy management systems for different levels and types of educational institutions, there is a need for development and improvement of methodological bases for monitoring the efficiency of energy saving management.
