FEATURES OF TEACHING FINANCIAL LAW FOR LEGAL SPECIALTIES OF MASTER’S PROGRAMS

Abstract
The teaching of financial law in the master-degree program is associated with the following objective difficulties: the transition of Ukrainian legal education to the modern system of education and the question of the place of financial law in the legal sciences. In the works of modern researchers, the issues of the teaching of the discipline “Financial Law” in the master-degree program, that is, a combination of financial and legal knowledge with a practical-orientated approach in studying the relations arising in the field of public finances, remain insufficiently highlighted. The purpose of this work is to create the preconditions for obtaining deep knowledge of the law norms that regulate financial relations, assimilation and understanding of the features of the content of legal relations in the field of financial activity of the state, development of skills to solve complex financial and legal problems. Teaching of financial law aims at creating a general idea of the financial basis of state power, a system of state revenues that are transformed into public expenditures that ensure the vital functions of the state and fulfill its functions. The Master’s program must combine the academic component and the practice-oriented component of many special courses. It should be borne in mind that the Master’s degree must be organically incorporated into the continuing educational process and participate in the implementation of the mission of European integration of Ukrainian education. An important principle in developing a master’s program is that the study of financial law should be conducted along with research activities, which should be at least a half of the time in the master-degree program. Examining the finer points of financial law, the student simultaneously acquaints with the technique of conducting scientific research, acquires competencies and research skills, which then can be used while implementing individual and collective research projects, including the preparation of a master's thesis. The Master's program should focus on the most complex problems of applying financial law, maximize the benefits of a scholarly school on which it is open, and provide the masters with not only valuable knowledge and competences that they can use in their professional practice as a practicing lawyer, but also the skills of conducting independent study.
