FEATURES OF THE CONSTITUTIONAL-LEGAL REGULATION OF THE STATUS OF COMMISSIONS OF THE VERKHOVNA RADA OF UKRAINIAN SOVIET SOCIALIST REPUBLIC

Abstract
The analysis of theoretical concepts and constitutional-legal basis regarding the essence and status of permanent and temporary commissions of the Verkhovna Rada of the Ukrainian Soviet Socialist Republic is made, also it was determined its main features and value, as well as substantiated priority directions of improving the organization of activity of the modern committees and temporary commissions of the Verkhovna Rada of Ukraine. It was characterized the long process of institutionalization of parliamentary commissions in the Ukrainian Soviet Socialist Republic in 1919–1991 in the conditions of undemocratic political regime, the peculiarities of which were the situational development of parliamentary commissions without proper legal support, the gradual increase in the number of commissions, the deepening its specialization and the intensification of lawmaking and control activities, slow expansion of constitutional regulation and the formation of complex special legislation on permanent commissions.
