FOREIGN POLICY OF LITHUANIA AS A MEMBER OF THE EU: EXPERIENCE FOR UKRAINE

Abstract

The experience of the Baltic states as the EU member is more than 10 years and the relations with the EU institutions have been different. Lithuania is a biggest supporter of the Ukrainian aspirations toward euro integration among other post-communist EU members. The two elements are inevitable in international politics – identity and interests. The subject of the article is the analyse of the main factors, which have shaped the Lithuanian foreign policy throw the constitutional power holder – the President. The author has made political analyse of two Lithuanian Presidents‟ extern policy such as Valdas Adamkus and Dalia Grybauskaite. Despite the huge President‟s authority to produce and realize all international relations he has to do it strict according to parliamentarians‟ consensus agreement. In this particular, such instrument could be useful for Ukrainian reforms and development too. Under Presi-dent Valdas Adamkus the country had to be a centre of regional initiatives and cooperation, under the President Dalia Grybauskaite Lithuania had became a «good European» due to flexible policy toward Brussels interests. Considering that the Lithuanian foreign policy depends on the Brussels interests and rules, the analyses of the Lithuania and the EU tensions will be useful for further Ukraine‟s membership of the EU.
