Formation and implementation of the model of the state-private partnership for socio-economic providing of disabled persons in Ukraine

Abstract
The article is devoted to the study of issues of the formation and implementation of the model of public-private partnership on social and economic provision of persons with disabilities and its tools are considered. The purpose of the article is to study the processes of formation and implementation of the model of public-private partnership on the socio-economic provision of persons with disabilities in Ukraine, their assessment and proposals for their improvement. Scientific novelty. The conceptual model of public-private partnership for improving the system of socio-economic provision of persons with disabilities is proposed. The factors regulating the quality of services in the system of social and economic provision of persons with disabilities are determined, as well as the role of public-public cooperation and the participation of non-governmental organizations in the formation and development of the domestic market of services for the social and economic provision of persons with disabilities. Conclusions. Thus, by defining the main approaches to reforming the system of socio-economic provision of persons with disabilities in Ukraine, we emphasize the need for the introduction of public-private partnerships, which will ensure the provision of high-quality social services for people with disabilities and will be able to receive, if desired, appropriate assistance in public establishments, and in private ones. In the conditions of the failure of state and communal social institutions to perform their duties properly entrusted to them, namely, to provide social and economic provision of persons with disabilities in sufficient volumes and of appropriate quality, the issue of the involvement of private individuals in this process, which provide such services, including public, charitable, religious organizations. Lack of budgetary resources and other resources due to frequent financial and economic crises, political instability further encourage the state to partner with and cooperate among public sectors, namely, the state (central, local government), non-governmental (public sector) and private (business), that is development of a model of public-private partnership in the field of research. In recent years, and especially in today's realms, public organizations in Ukraine have significantly stepped up their participation in shaping and developing the domestic market for social and economic provision of persons with disabilities, convincingly demonstrating the high ability to provide such services qualitatively, effectively and efficiently. Public organizations implement a number of innovative projects related to the provision of social services, increase the level of professionalism of social workers, and other professionals providing social and economic services to people with disabilities.
