FORMATION AND REALIZATION OF THE STATE POLICY IN WATER SUPPLY AND WASTEWATER SECTOR IN UKRAINE

Abstract
In this article the analysis of the process of formation and implementation of the state policy in the field of water supply and wastewater in Ukraine is carried out. In particular, the essence of the concept of “state policy”, the stages of formation of the state policy, subjects of state policy, external and internal factors are defined. The definition of the concept of formation of state policy in the general sense is given. It is proved that the result of the formation of state policy is a certain act of public administration, issued in the form of a regulatory act, organizational and administrative act, commission, etc. The scheme of the state policy formation process is proposed. The state of the water supply and wastewater system is analyzed and problems identified for solving state policy are identified. The concept of housing and communal services development, within the framework of which formed the state policy in the field of water supply and wastewater, and programs for reforming the water supply and wastewater economy, which operated since the country’s independence, was explored. The purpose of the state policy in the sphere, principles, subjects of the formation and implementation of the state policy and their powers, resources and the basic legal acts, which legitimized the state policy, were analyzed. The results of realization, monitoring and evaluation of the efficiency of state policy in the field of water supply and wastewater are considered. The conclusion is made about inefficiency of realization of state policy in the investigated sphere and it is proposed to review the state policy in the field taking into account the shortcomings and current problems, as well as to develop the strategy of development of the sphere of water supply and wastewater.
