FORMATION OF ORGANIZATIONAL AND ECONOMIC INSTRUMENT FOR PROVIDING GOVERNMENT POLICY FOR RURAL TOURISM DEVELOPMENT IN UKRAINE

Abstract
Introduction. Rural tourism is one of the promising directions of the tourism industry, which, at a relatively low cost, able to overcome a complex of problems of social and economic development of rural territories. At the same time, state policy on the development of rural tourism has not formed at the state level. Also, in developing measures for diversifying tourism products, the potential of rural tourism is almost not used. Methods. The research is based on the use of calculation and constructive, experimental, abstract and logical methods, the data of the legislative and statistical base, as well as the study of scientific and theoretical material in the form of organizational and economic tools for ensuring of the state policy of development of the rural tourism in Ukraine. Results. The theoretical and methodological principles of formation of the state policy of development of rural tourism are substantiated in the article. The directions for improvement of organizational and economic tools for ensuring the state policy of development of rural tourism in Ukraine are determined. According to the results of the study, it is inappropriate to develop a separate strategic document on rural tourism development at the state level due to the uneven distribution of the tourist potential of rural areas. The key features of differentiation of the toolkit for regulation of rural tourism are distinguished according to two criteria: the direction of the vector of its influence and the priority of the applied methods. The most effective tools of rural tourism development are revealed. The scheme of formation of organizational and economic tools for ensuring the state policy of development of rural tourism in Ukraine at different levels of its implementation is outlined. Discussion. In the context of the proposed strategic documentation, in addition to the correction and clarification of the terminology apparatus, the goals, objectives and priorities of rural tourism development in the country, also need to develop principles and mechanisms for interagency cooperation and co-ordination of the applied instrumentation between the levels of state regulation. The most promising areas of such interaction and co-ordination in the state policy of rural tourism development are: financial stimulation of projects in the sphere of the rural tourism development (subsidy and grant system); public and private partnership (including in the area of formation and promotion of tourism product); informational and consulting, educational and educational work, etc.
