REGULATION OF THE PROCESS OF TERRITORIAL YOUTH MOBILITY

Abstract
Introduction. In today's conditions of European integration and globalization, Ukraine faces new challenges that affect the work of man and his social and economic situation, which leads to uncontrolled displacement of manpower. The most vulnerable to territorial mobility is youth, which is the main source of replenishment of the labor potential of the country, but has the least social and psychological security, and therefore needs special support from the state and society. Thus, the issue of regulating the process of territorial youth mobility is very topical and should be at the center of the Ukrainian model of youth and migration policy. Methods. The following methods are used in the process of research such as: the method of comparative analysis, analytical, abstract and logical. Results. The article deals with theoretical and methodological substantiation of the concepts of “state regulation”, “economic regulation”, “social regulation”, “self-regulation”. The definition of state regulation of the process of territorial youth mobility is given. The methods and instruments that form the system of regulation of the process of territorial youth mobility are considered. It has been determined that the main instrument of the state policy for regulating this process is migration policy, and additional – youth policy. Mechanisms of influence on the regulation of the process of territorial youth mobility for the growth and development of labor potential at the level of the region and the country as a whole are worked out. Discussion. The obtained results can be used in the development of youth policy at the territorial, regional and national levels.
