FORMATION OF THE SYSTEM OF PUBLIC REGULATION OF WATER SUPPLY AND WASTEWATER SECTOR

Abstract
The article analyzes the formation of the system of state regulation of the water supply and wastewater system in Ukraine as a component of the reformation of the system of economic relations. The conditions of transformation of complete state regulation by the economy of the Soviet times into the state regulation of certain branches of economy are analyzed. The experience of developed countries in the formation of the system of state regulation, and in particular the sphere of water supply and wastewater, in the context of natural monopolies is considered. The national state policy was oriented towards Western principles of demonopolization, the formation of a competitive environment, improvement of social protection, improvement of management in the field, etc., but did not take place a long process of their becoming. It was clarified that in the sector of water supply and wastewater a certain hybrid model of state regulation was created that differs significantly from the classical models of developed countries. The article also analyzes the system of state management of the water supply and wastewater system, defines its main elements, functions and authorities of the governing bodies. The sphere of activity of the regulator of the sector of water supply and wastewater, its key elements is considered. It has been established, that the system of economic relations between the producer of water supply and wastewater services and their consumers, arising in the process of sale, in essence, is a market for water supply and wastewater services. Based on the analyzed material, the scheme of state regulation of the water supply and sewage system is presented.
