FRAMEWORK AND PROCEDURES PAYMENT OF ROYALTIES IN SCIENTIFIC DISCOVERY, INVENTION AND RATIONALIZATION IN THE USSR AND THE UKRAINIAN SSR 50–60– YEARS XX CENTURY

Abstract
The article analyzes the legal of regulation the payment of royalties in scientific discoveries, inventions and innovations. Based on individual sources and theoretical developments and show charging mechanism and procedure for payment of remuneration. The author characterizes scientific discoveries, inventors and innovators that have been fixed in the legislation of the USSR and the USSR in connection with the adoption of the «Regulation on discoveries, inventions and innovations 1959» and a number of subordinate regulations. The research analyzes the advantages and disadvantages of the system of calculation and payment of royalties in the field of invention and rationalization.
