FRENCH EXPERIENCE OF MANAGEMENT OPTIMIZATION OF URBAN LOGISTICAL SYSTEMS IN REAL TIME

Abstract
Purpose. Accordingly to the detailed analysis of the French experience, to search for effective organization of an environmental and economic mechanisms for the management of urban transport logistics, and to consider the possibilities of implementing the proposed technology to the national management system called "Smart City". Methodology of research. Methods of system-structural analysis and economic-mathematical modeling were used to analyze the compound of the city’s logistics system and to set the exact management tasks. This allowed developing the indicators of the impact of interrelations and the efficiency of the transport logistics system functioning. Findings. The advanced world experience in solving the problems of transport urban logistics is analyzed. Particular attention is paid to the models and technologies proposed by French researchers. Attention is focused on the model of urban transport distribution organization based on common and optimized resources. It is proposed to consider urban logistics as an integrated system, which is designed to understand, study and analyze various ways of organization and logistics schemes; to mediate and rationalize the system of freight traffic in the urban area in real time and offline mode. To achieve these goals, we need modern and reasonable solutions, as well as a radical transformation of our domestic city management systems that combine strategic approaches and technological achievements: the establishment of security cameras, smart signs, the integrated use of such modern technologies and models as "reasonable reduction", "united resources", "minimization of distances", "maximum loading" and others. Originality. The scientific and practical approach and technological achievements based on the minimization of economic and environmental costs through the use of the mutualized transport logistics resources in modern cities have been improved. Practical value. Based on the analysis of the French experience, practical recommendations have been developed to create an effective environmental and economic mechanism for managing urban logistics systems in Ukraine.
