GENERAL CIVIL SELF-DEFENSE IN THE REPUBLIC OF POLAND

Abstract
General self-defense is a special type of self-protection of the population in the emergency situations. It is a reaction at the time of external threat to national security and the war. However, this does not rule out the use of general forms of self-defense in the event of threat in peacetime. The past assumptions in this area should be extended. Especially that the threats to modern society: disasters and technical failures, natural disasters and environmental pollution – are equal to the effects of war. Today, national security and national defense increasingly include – besides the military strength – the ability to protect and rescue people, material assets and the natural environment from non-military threats. General self-defense may be a response to the emerging public insecurity, which is not (or cannot be) provided for by the state authorities.<br/><br/>
