General theoretical analysis of gender balance in national parliaments

Abstract
The article investigates the general theoretical aspects of gender balance in legislatures around the world. We deter- mine the features of countries where gender policy in imple- menting gender equality in parliaments are the most success- ful and effective compared to other regions of the world. We emphasise that the domestic practice of realization of gender policy requires intensification. We stress that gender quotas have scientific and practical value which should be used as a transition tool to prepare the public awareness of the need for wider representation of women in national parliaments.
