General theory of international and municipal law and correlation between systems: formation of new concept in the context of primacy of international law

Abstract
The article deals with the formation of new concept – general theory of international and municipal law. Original elements of such a concept are analyzed within the theories of the past. In such context genesis of international and municipal law is studied, as well as influ- ence of globalization on correlation of both systems and primacy of international law. Due attention is paid to possibilities of general theory to solve conflicts between international and municipal law.
