GERMAN COLONIZATION OF SOUTHERN UKRAINE XVIII – XIX CENTURIES: PERIODIZATION OF THE PROBLEM

Abstract
The article is devoted the problem of periodization German colonization of Southern Ukraine of XVIII-XIX centuries. In this context elucidated the reasons of colonization, highlighted the main stages of the policy of resettlement, analyzed legal and administrative actions of the Russian government which influenced this process. Attention is paid to the resettlement and problems of German Mennonites and their solution. Analyzed the legal framework for migrants, including Manifesto of Catherine II on July 22, 1763, the privileges of Pavel I on 6 September 1800, the laws of Alexander I in 1804 and 1806, the codification of «Collection laws about foreign colonies» in 1842 and «Rules owners of the settlers» from August 4, 1871. Different periodization of problems was represented in the works Karl Stumpf, J. Shevchuk-Bely and E. Stopchenko. In the conclusions highlighted three main periods of colonization by German population this region from a position of their organized and mass migration and legal status: first period – 1787–1803 – the period of mass migration of Germans, arranging them in new places with providing favorable conditions for living and adapting to driving management, transfer them to the status of foreign colonists; second period – 1804–1842 – change of conditions during transportation by the laws of 1804 and 1806 years, according to which there was a limitation of favorable living conditions and established the principle of selectivity immigrants for social status; third period – 1842–1871 – the period of suspension of preferential conditions, colonists obtained civil rights and freedoms.It is noted that this period ended with the adoption of the «Rules of settlers-owners», according to which the colonists were enlisted to rural residents
