Ground of administrative decisions as condition of efficiency of legal acts of management

Abstract
This article is devoted to analysis interdependence of administrative decisions and deeds of state administration as a legal form objective of administrative decisions. It is substantiated the proposition according to which administrative decisions implement social but not the legal characteristic of administrative actions that involve only possible but not actually fulfilled legal power forms, methods and means of administrative functions realization.
