Handling Electronics Documents in Public Sector: Development Opportunities

Abstract

Besides traditional, well known and widely used informational flows, various forms of electronic information become of greater significance. It is created, transferred and secured using modern means of technologies. Electronic documents handling is a rather new phenomenon, and its practical implementation is fairly lacking in information. However, legal acts that should improve fluent assimilation of these innovations are gradually enacted. Thus, when updating public administration and seeking for public administration’s efficiency improvement, a validation of electronic documents’ exchange and their plans for transmission to the electronic environment get the most important role. This article includes a research on the modernization process from the aspect of the electronic documents handling. The effective implementation of this process is a rather important task for Lithuania, therefore the article analyses legal acts, the process of the electronic signature implementation and further aspects on electronic means of information exchange, that help to examine the development opportunities of electronic documents handling in public sector. In order to develop transformations of public administration, peculiarities of electronic documents handling, development trends enabled by information technologies and their influence on modernization of public institutions, possibilities of documents handling systems use in public sector, peculiarities of documents in electronic environment and conception of their usefulness are reviewed.
