Historical and political phenomenon of the monarchy (by the example of the Kingdom of Spain)

Abstract

The peculiarities of the institution of the monarchy of Spain are analyzed. It is found that the monarch symbolizes State unity and directs regular institutional operation. The king as the head of state assumes the highest representation of Kingdom in international relations, especially with its historic nations (Latin American countries). The main competences of the king: to summon and dissolve the Cortes Generales and to call elections under the terms provided for in the Constitution; to call a referendum in the cases provided for in the Constitution; to propose a candidate as President of the Executive and, if applicable, to appoint or remove him/her from office, as provided in the Constitution; to appoint and dismiss members of Government following the President’s proposal; to issue decrees approved by the Council of Ministers; the appointment of various members of important State bodies; to confer civil and military positions and award honors and distinctions; to sanction and enact laws; to exercise the right of clemency in accordance with the law. The King accredits ambassadors and other diplomatic representatives and expresses the State’s assent to international commitments through treaties.
