Historical background of the origin and development of controlling on macroeconomic level

Abstract
The article investigates the historical background of the emergence and development of controlling at the macroeconomic level. The use of controlling properties at the microlevel and macro levels is investigated. The theoretical and methodological problems that require the development of scientific approaches to controlling are determined. Relationship between the concepts of "control" and "controlling" is investigated. The role of control in the system of state regulation of the national economy is determined. Grounded the historical background of the emergence and development of controlling. Using a dynamic approach to the process of establishing a controlling system, the main stages of the development of controlling are presented, with emphasis on world scientific schools. Taking into account the scientific positions of individual economic schools, conceptual approaches to the essence of controlling are offered. The definition of the concept "controlling" is systematized, taking into account various scientific approaches. Modern conditions for the functioning of the national economy require the use of more advanced state regulation technologies that take into account the trends of globalization of economic processes and the direction of social needs. The use of new management concepts, both at micro, meso, and at macro levels, provides strategic goals for improving the efficiency of the regulatory system, taking into account the experience of developed countries. Contemporary management concepts may include controlling, which is often presented as an element of the management system of the entity and aimed at providing the necessary accounting and analytical information to the process of making managerial decisions. The process of adapting controlling to the system of state regulation is possible provided that rational and balanced use of the established methods and the corresponding tools, taking into account the problems and complexity of the situational tasks of the macroeconomic environment, is possible.
