History of the development of scientific thought about the administrative process.

Abstract
The paper defines the preconditions for the emergence in the doctrine of administrative law of the concepts of the administrative process, reveals the peculiarities of using the term “administrative process” in Soviet and modern administrative law, proposes promising directions for further research into the history of the development of scientific thought regarding the administrative process. It is noted that the lack of administrative justice in the Soviet legal system did not become an obstacle to the emergence and development within the Soviet administrative law of the concepts of the administrative process, most of which today have its supporters and sufficient arguments in scientific sources. Since the late 60s of the twentieth century, two concepts of the administrative process – “the concept of a broad understanding of the administrative process” and “the jurisdictional concept of the administrative process” – have begun. It turns out that in the modern doctrine of administrative law the development of, firstly, the judicial concept of the administrative process, which in the Soviet period concerned exclusively with criminal and civil proceedings, and, secondly, the jurisdictional concept of the administrative process, and, thirdly, the concept of a broad understanding administrative process.
