Implementation’s Problems of rights of persons with special needs.

Abstract
Аrticle deals with problem of rights by persons with disabilities. The state law is analyzed and correlated with actual implementation of rights of persons with disabilities. The problems are analyzed and solutions are suggest- ed for persons with special needs.
