IMPROVEMENT OF STATE POLICY IN THE FIELD OF PESTICIDE CIRCULATION

Abstract
Introduction. Pesticides are biologically active substances, which, if they are not complied with the regulations for their production, sale, preservation and use, may pose a threat to the environment, human health, animals, plants, products of agriculture and forestry. Therefore, there is a wealth of experience in the state regulation of pesticide turnover in the economically developed countries of the world. In Ukraine, to some extent, the legal framework for regulating the pesticide market has already been formed. At the same time, the serious problems that exist on the domestic market of plant protection products indicate the shortcomings of domestic legislation in this area and require recommendations for its improvement. The purpose of the article is to generalize the directions of reforming the state regulation of pesticide circulation in agriculture of Ukraine and to provide proposals on improving legislation in this area. Methods. The following methods are used during the research: dialectical, monographic, abstract and logical, comparative analysis, method of systemic economic analysis and method of scientific generalization. Results. The recommendations for its improvement are substantiated in the article based on the analysis of the current legislation of Ukraine in the field of pesticide circulation in order to carry out the state control and ensure the civilized conditions of the functioning market of the chemical plant protection products in the country. The author defines the functions, principles and directions of state policy in the field of pesticide circulation, as well as the main tools for its implementation. Proposals on strengthening the fight against counterfeit pesticides and the disposal of outdated and unsuitable chemicals have been developed. Discussion. Further research is planned to be conducted on the role of the public in the process of controlling the use of pesticides in agriculture in Ukraine.
