Improvement of the system of customs control of goods and personal belongings during the crossing of the customs border of Ukraine by citizens

Abstract

European integration is a complex and controversial socio-economic process of establishing close cooperation between European states. The article presents the results of the study of the customs control of the duty-free movement of personal belongings and goods of citizens at the time of crossing the customs border and the ways of adaptation of the basic provisions of the customs legislation of Ukraine to the requirements of the customs legislation of the EU countries. The purpose of the article is to summarize the legislative norms and practical experience of carrying out customs control over the movement of personal belongings, goods of citizens during the crossing of the customs border in Ukraine and in the EU countries and seeking ways to improve them. It is determined that the current customs legislation of our country on the issue of duty-free movement of goods through the customs border through the customs border with quantitative restrictions and prohibitions in general complies with the norms of the customs legislation of the EU. However, there are some differences in the taxation of goods that are imported beyond the established limits, and this, in general, depends on the customs policy of a country. Importantly, Ukraine is on the way to liberalizing rates of duty and VAT and approximating them to the rates in force in the EU. The restrictions on the import of tobacco and vodka products into the country are rather uncomfortable for citizens and that which requires urgent revision in Ukraine is the age limit of citizens, if in the EU member states it is 17 years, then in Ukraine – 18. That is, if the Pole, or a German, or a Czech who turned 17 years old according to the laws of his country going to Ukraine will have cigarettes, then on our border, guided by the legislative Ukraine, they will be taken away. Therefore, having declared the course on European integration, Ukraine has to pay more attention to the adaptation of domestic customs legislation to the EU customs legislation in all areas of foreign economic activity and interstate relations
