Improving financial support for small territorial communities

Abstract
The development of small communities in the conditions of a market economy, which has to create a territorial highly competitive production and proper village society is highlighted. The provision of new privileges to local authorities in the direction of expansion of the financial base is indicated. The paper highlights the main issues solving the financial capacity of small-scale territorial communities. The problems concerning the decision of financing of small communities in the context of the use of land resources and agricultural production, which at the moment do not fulfill the role of filling the rural budgets and the development of the rural community. It is designated according to the current legislation financial resources village community may be completely voluntary contributions of enterprises, institutions, organizations and citizens. A mechanism has been formed to improve the financial support of small-scale territorial communities. It is concluded that legislative initiatives and regulatory framework are the main component of the impact on the formation of a system of financing small communities.
