IMPROVING THE MANAGEMENT OF SOCIO-ECONOMIC PROCESSES AT THE LOCAL LEVEL IN THE CONDITIONS OF DECENTRALIZATION

Abstract
Purpose is the development of theoretical and methodological positions and practical recommendations for improving the management of socio-economic processes at the local level in the conditions of the decentralization of the budget system in Ukraine. Methodology of research. In this paper used the combination of methods, allowed to implement the conceptual unity raised problems and tasks defined by the research. Systemic and structural techniques used in the disclosure theoretical and methodological rules for the local budgets and emphasizing the need to monitor compliance with budget legislation. The methods of synthesis, scientific abstraction, synthesis practices applied in determining the calculation of productivity in budgetary institutions. Findings. For the purpose of research the conditions to improve the control over compliance budget legislation to local financial bodies and local authorities and the conditions for increasing the interest of local governments in the transparent use of public funds. Originality. Based on the presence of significant amounts of the mismatch between costs and low productivity of state employees, is an example of productivity, and that can be used to calculate public sector employees and assess the dynamics. Practical value. Based on indicators to measure the productivity of state employees, local financial authorities and local authorities will be able to make informed management decisions that will improve their performance.
