Improving the mechanism of implementation of Directive 2012/27/EU on energy efficiency by adapting international standards on energy management at the national level

Abstract
The problem of energy conservation is one of the most important in Ukraine. It should be decided in view of the orientation of the country towards European integration, providing for compliance with the requirements of relevant EU Directives, in particular Directive 2012/27/EU on energy efficiency, and the introduction of international standards. The main provisions of Directive 2012/27/EU concerning energy audits and energy management systems are considered. The comparison of basic standards for different management systems that are based on the methodology of continuous process improvement and a brief description of a series of standards ISO 50000 on energy management are given. The groups of interconnected international standards, which need to be harmonized in Ukraine to create efficient energy management systems, are determined based on the analysis of existing national standards and in accordance with the requirements of Directive 2012/27/EU.
