On the necessity of taking into account the advanced international requirements for emissions of hazardous substances in case of the modernization of TPP in Ukraine

Abstract
Implementation of the requirements of Directive 2001/80/EC on the limitation of emissions of certain pollutants to 2018 is a current problem in Ukraine. It can be solved in case of radical modernization of existing TPP equipment and installation of modern flue gas cleaning systems. Upgraded equipment must operate for a long time, so now it is necessary to provide for new, more stringent requirements to it. There are considered the ways for promoting the solution to reduce emissions of hazardous substances, such as mercury as one of the priority substances established by EU Directive 2000/106/EC, during the stationary fuel combustion in different countries at the legislative level. Due to the possible introduction of international requirements for mercury emissions in the near term, it is shown that the cost of equipment to reduce mercury emissions should be considered when combustion technology and fuel are selected for the modernization of the existing power units in Ukraine and the decision to build new ones.
