INFORMATION TECHNOLOGIES IN THE ACTIVITIES OF THE STATE CUSTOMS SERVICE OF UKRAINE

Abstract

This article deals with raising the efficiency of the implementation of state customs affairs efficiency as a result of e-government application in customs bodies of Ukraine. The main directions of development of information technology based on the experience of introduction such technologies in foreign countries are determined. Taking into account the urgent needs of the current level of development of world trade and the necessity to bring customs control procedures in line with it, the State Customs Service of Ukraine should intensify the system of automation of customs control and customs clearance procedures, introduce modern communication and electronic communications systems. As a result, the Unified Automated Information System (UАІС), which combines all the software and hardware components necessary for automation of customs clearance and control processes. With the development of the customs information infrastructure, there is increasing importance of improving the security of all its components. Accordingly, in the article, a considerable attention is paid to the Integrated Information Security System and the cryptographic information security subsystem of the UAIS. Also, an attention is focused on modern information systems and technologies, and their role in the formation of effective mechanisms of public administration in the field of customs. The result of the introduction of electronic government in the field of state customs should be not only its technical application with the increased efficiency of the functioning of customs authorities in the final analysis but also the rational transformation of the procedures and processes itself and the institutions that cover them, to identify new ways of interaction between the parties of such management. It is indisputable that the active introduction of the electronic declaration procedure is a significant step forward both for Ukraine as a whole and for business in particular. But the involvement of information technology should be comprehensive and inclusive, as well as the whole system of executive bodies.
