INNOVATIVE DEVELOPMENT OF THE AGRARIAN SECTOR IN TERMS OF THE KNOWLEDGE ECONOMY

Abstract
Effective and sustainable development of the agrarian sector of the economy depends to a large extent on the success of the generation and application of scientific knowledge. Knowledge, creating the basis for innovations (new products, production technologies) and the formation of skilled labour, become an important source of innovation and competitiveness of enterprises and the industry as a whole. In conditions where the speed of obtaining new knowledge and their implementation in goods and technologies are becoming a competitive advantage, integration, then the creation of new organizational and financial forms, and the improvement of the quality of human resources begin to play an important role. Studying the experience of developed countries of the world, it can be noted that the leading role in enhancing the competitiveness of these enterprises is played by innovative transformations. Ensuring economic security and state development requires the transition to a knowledge economy aimed at supporting high-tech agricultural production. Currently, Ukraine’s agrarian sector is in a very difficult condition. As a result of the reduction of producers’ solvency in agriculture, there is a decline in the level of technical security, the rate of updating the material and technical base. This leads to an incomplete volume of technological operations and their delay, which, in turn, contributes to reducing crop yields, reducing production volumes, reducing its quality, to exorbitant costs, and a logical cost increase. The increased riskiness of agriculture as an investment object, the difficult financial situation of agrarian enterprises, the negative impact of inflation, a small share of liquid assets in the amount of advanced capital, and the lack of development of agricultural markets cause additional difficulties in attracting private investment in the industry. In order to ensure balanced development of the agrarian sector of Ukraine’s economy, it is necessary to develop its own model of activation of innovation activity taking into account innovative capacities of agricultural enterprises, increasing the motivation of all participants in the agrarian market, promoting the process of “diffusion of innovations”, and actively involving the state in legislative and statutory regulation of the investigated sphere.
