Innovative policy of the state as the basis of its competitiveness

Abstract
The study of the main components of Ukraine’s innovation policy in the article begins with the characteristic of the Ukrainian legislative framework on this aspect. As subjects of state policy in the field of innovation are all participants in innovation processes in any phase if they are the guides of such a policy. Principles of state innovation policy are highlighted and characterized. An analysis of global experience of using fiscal instruments to stimulate innovation is indicative of an increase in volumes and an expansion of the composition of fiscal instruments that stimulate the innovative activity of business entities. Against this background, the comparison with the domestic realities shows the reverse processes. Among the main problems of the implementation of innovation policy in Ukraine: the fall of the resulting indicators of such policies has been identified; deficit of fiscal instruments to stimulate innovation; a significant number of legislative norms that suppress entrepreneurial activity in general and innovation — in particular. The article suggests possible ways to overcome the difficulties in developing an effective state innovation policy in Ukraine, including: revision of existing tax benefits; change in the mechanism of influence of fiscal instruments from compensator to stimulator; selective provision of tax preferences, taking into account the ability to provide a massive increase in investment or growth in the number of jobs, etc.
