INSTITUTIONAL AND INNOVATIVE PROVIDING THE DEVELOPMENT OF CAPABLE RURAL COMMUNITIES IN THE CONTEXT OF EUROPEAN INTEGRATION

Abstract
Purpose. The aim of the article is to study the theoretical definition and substantiate the methodical and practical principles of institutional and innovative providing the development of capable rural communities in the conditions of Euro-integration and cross-border cooperation. Methodology of research. General scientific and special methods and methodical approaches are used in the process of research, in particular: the dialectical method for the knowledge of economic phenomena and methodical techniques – induction and deduction, analogy and comparison – when performing analytical procedures; monographic method – when reviewing literary sources, designing the results of research and conclusions; abstract and logical method and method of system approach – when determining the purpose, object, subject, and objectives of the study. Findings. Norms and problem issues of the association of rural communities are substantiated. A comparative, in-depth analysis of the concepts of “capacity and self-sufficiency” of communities is conducted. The minimum limit of self-sufficiency of territorial communities is defined. The description of the concept of self-financing as a method of management is given and the method of determining the level of self-financing is substantiated. The contours of the self-financing production management model are determined. The essence of Kaizen strategy is described as a concept of continuous improvement of production. The mechanism of financial equalization of territorial communities is revealed. The role, significance and disadvantages of the institutions in the effectiveness of the development of territorial communities are determined. The problems of institutional support of rural communities development are determined. The negative significance of the process of optimizing the schools of rural communities is described. The innovative model of the functioning of an educational institution in the village as a means for saving the school from liquidation is proposed. The expediency and the legal basis for the involvement of rural communities in cross-border cooperation have been substantiated. Originality. The contours of the management model for self-financing of rural communities are defined and the essence of Kaizen strategy as the concept of continuous improvement of the structure and production technologies is described. Practical value. The obtained results of the research are aimed at ensuring the creation of a system of institutions of rural communities as the basis for the formation of their innovative and capable development.
