INSTITUTIONAL BASIS OF EUROPEAN COMMUNITY in XXI century

Abstract

The article analyzes historical institutionalism as the basis of european integration in the 21st century. The author stresses the need to study the european integration as a political process that takes place over the certain period of time and depends on the definite historical events and the socio-cultural characteristics. This approach focuses on the mech-anisms of the European Union member countries control in the long-term institutional development of the EU. On the other side, the common institutional framework functioning determines the EU policy that defines the external vector of development for all member states and stimulates the joint collective actions. The article defines the institutional framework components of the European Community. The article reveals the con-cepts of the member states national sovereignty ratio and also the adoption and implementation of joint decisions within the framework of the EU. At the same time, the author analyzes the main institutional bodies, that are regulating the European cooperation and agreements, which determine the principles and priorities in the European Union functioning. As a conclusion, the author notes that the European community is not just a complex mechanism, limited by certain regulations and controlled by the EU member states. At the present stage, the EU is endowed with characteristics of a supranational entity, which includes a large number of bureaucratic competencies, a single judicial control and the possibilities to develop or modify a common policy. Therefore, the historical institutionalism exactly permits to analyze the European Union as the member countries central institutional level, that exists in the constant dynamics
