INSTITUTIONAL SUPPLY OF BANKING LENDING IN UKRAINE

Abstract
The article is devoted to the study of institutional provision of such a segment of the credit market as the market of bank lending. The necessity of considering the process of bank lending in the context of institutional changes in three aspects is substantiated: institutional-legal, institutional- organizational institutional- staffing support. It is emphasized that the role of institutional changes in the functioning and development of bank lending is related to the effective use of new forms and methods of lending, a qualitative assessment of the financial status of the borrower, the analysis of information that can not be expressed by quantitative indicators, the definition of the borrower's rating for the assessment of creditworthiness etc. The author analyzes the institutional environment of bank lending, as well as analyzes the types and number of banking institutions operating in this environment. It was established that the reduction of the number of banking institutions was the result of institutional and legal changes in connection with the implementation of the international standards "Basel III" in Ukraine. The view was expressed that the stringent conditions of the above-mentioned standard also resulted in a decline in banking activity and an increase in the value of credit services and undermined public confidence in banks. It is determined that in today's conditions for effective provision of bank lending, the institution's policy of the state, in the person of the NBU, is very important, as well as recommendations are given on the necessary directions of its implementation. The author concludes that today the banking lending market is under the influence of systemic institutional-legal and institutional-organizational changes and requires effective measures to ensure its activity. The policy of the NBU in the context of institutional and legal provision of bank lending is considered effective. The ways of optimization of institutional and organizational support of bank lending are offered. It was found that further research requires an analysis of the volume of bank lending in the context of borrowers in the dynamics, establishing a correlation between lending and income per capita, as well as the rate of currency, and determining the priority ways to achieve a new stage in the development of the credit market.
