Intellectual Property and Industry-University Policy: Strategies of General Universities with a Medical School

Abstract

This research aims to elucidate the strategic thinking of universities that have a medical school regarding intellectual property and industry-university policy. To this end it compares and analyzes the approaches taken by industrial universities and medical colleges to the ownership of intellectual property, systems for technology transfer and ownership of the products of research undertaken together with businesses. The results show that, with respect to the ownership of intellectual property by the group of general universities, 17 of 37 universities stipulate that the university retains institutional ownership and 20 universities stipulate that it doesn't, making for a significant difference from the industrial universities surveyed (p<0.05). There was no significant difference for other items (NS). Therefore, in the case of the general universities, many have the designated department undertake technology transfer to the university when any intellectual property of patentable or academic value is created in the course of research activities with business entities. Many of them also claim the right of ownership of new intellectual property created in the course of research. This suggests that the general universities put more emphasis on who has ownership rights than do the industrial universities.
