INTERNATIONAL EXPERIENCE AND DOMESTIC REALITIES OF BUDGET DECENTRALIZATION

Abstract
In the article the features of the budget decentralization reform in different countries of the world are explored. Having analyzed the main criteria of fiscal decentralization in Europe, three world models of financing of local self-government bodies are presented. In addition, the domestic realities of budget decentralization have been researched, the main issues of its problem have been identified and, based on international experience, recommendations have been proposed.
