INTERNATIONAL EXPERIENCE OF TRANSFORMATION OF CIVIL DEFENSE SYSTEMS IN CONDITIONS OF MODERN MILITARY-POLITICAL CONFLICTS

Abstract
The analysis of the influence of modern "military-political conflicts" of the "hybrid type" on the security of the population is carried out. The transformational processes of civil defense systems (civil protection) of the countries of the world in the present conditions are analyzed. Features and regularities of their development are investigated. New forms of cooperation between the NATO bloc countries for the protection of civilians during joint operations have been explored. The main conceptual directions of modernization of civil defense systems (civil protection) of the countries of the world in modern security conditions are generalized.
