International legal responsibility of the state for the sea pollution in emergency case (practice of states)

Abstract
International legal responsibility for sea pollution is part of common problem of international legal responsibility of the states. But special relevance of research in this subject consists in a small amount of the regulating this sphere. Also at the moment there is not enough practice on application of this responsibility. The article is devoted to two types of responsibility for sea pollution: responsibility for the international offenses and responsibility for consequences of actions which are not forbidden by international law. It was analyzed practical application of both types of responsibility according to the operating international law. Also offers and conclusions concerning enhancement of the international legislation in aspect of international legal responsibility of states in the context of sea pollution are drawn.
