International legal standards for the protection of human rights in the field of local self-government

Abstract
Article considers aspects of the human rights and freedoms of system of the municipal law now. On pages of the article author suggest to define local community (i.e. unit individuals) as the subject of local self-government. The article uncovers the fundamental issues of the current international standards implementation in the legal foundations of local self-government in Ukraine. It is the central government which has the primary responsibility for the promotion and protection of human rights, while local government has a complementary role to play.
