International relations and citizen welfare: review of the Latin American and Peruvian context

Abstract
International Relations, since the beginning of time, have been framed within complex contexts. In the research, a review and conceptual analysis of International Relations and its influence on the well-being of citizens is made. Latin America and specifically Peru and its vision of leadership in international cooperation are analyzed. The epistemological approaches of International Relations are inclined towards positivist and post-positivist theories, where the constructivist aspect emerges with more relevance in relation to citizen welfare. Peru is in a position of indisputable leadership in the region and globally.
