International standards in public the rights and freedoms of persons with disabilities

Abstract
This article presents the scientific and legal analysis of basic international stand- ards of public authorities to implement and protect the rights and freedoms of persons with disa- bilities. Particular attention is paid to the definition of activities in this sphere of public authorities, local governments, and other administrative and public institutions, endowed with certain func- tions of public authority. Note that public and private organizations and institutions, and local government should help the executive authorities in solving these problems by identifying needs, offering suitable management decisions and providing additional administrative, social and other essential services to people with disabilities. In addition, different enterprises are required to create proper condi- tions of work and life for people with special needs functional. It is concluded that the main today among such areas are: ensuring public recognition of equal rights and freedoms of persons with disabilities with other fellow citizens at national and regional levels; prohibition of discrimination on grounds of disability and implementing respon- sibility for such actions; the creation of appropriate social, legal and economic principles of life of persons with disabilities; the involvement of all parts of the public administration to implement and protect the rights and freedoms of persons with disabilities; activation by the state authorities of local government, non-governmental institutions and organizations to facilitate the implemen- tation and protection of the rights and freedoms of persons with disabilities.
