INTERNATIONALISATION OF HIGHER EDUCATION IN CONTEXT OF CENTRALISED/DECENTRALISED ADMINISTERING

Abstract
The internationalization of higher education (IHE) has been recognized as a key strategy for the development of the universities worldwide. In the developed countries this process has been developing for almost three decades, it has subdivisions and is constantly modified. In addition, the European and American practice of the IHE introducing varies significantly at the macro level (strategic direction) and the micro level (applied peculiarities). In Ukraine, general internationalization is taking place, but it is so called “catch-up” IHE, with a delay of 20–25 years, and “by feel”, when each university implements it in its own way. The article is based on the study of existing trends in European and American practices of IHE with prevailing decentralization/centralization in the process management. The main task of the study is to analyze both strategies and highlight the advantages and disadvantages of each of them.
